Salary of 160 held up as Dept crackdown

on absentee teachers

ITANAGAR, Oct 22:  In a major step to check absenteeism, Deputy Director of School Education East Kameng today held up payment of at least 160 teachers, both regular and SSA as per the CCS and SSA norms. Another eighteen teachers were booked under the policy of “no work no pay”.

The DDSE has pronounced the quantum of verdicts to those teachers who reportedly were found absent from their respective schools since couple  of week and some even months.

A team led by DDSE along with BEOs, CRC, BRCC and Coordinators had conducted unannounced visit to the various schools in the eight blocks of the district. The team also assessed the ground reality of the schools including the infrastructures and took the grievances of respective school management committee members.

It is said that there is a growing tendency of absenteeism among the teachers (both SSA and regular) in the district which has unfavorable effect in imparting quality education. Many teachers are reportedly staying at district headquarters for whole of the year while engaging unauthorized persons to teach on his/her behalf.

 

 

UNESCO to roll out pilot project in

state’s education sector

NEW DELHI, Oct 22: United Nations Educational, Scientific and Cultural Organization (UNESCO) will roll out a Pilot Project in Arunachal Pradesh soon in the fields of education, HIV/AIDs awareness and Information Communication Technologies (ICT) in collaboration with the State Government for benefit of youths with special focus on adolescent population.

Chief of UNESCO India, Dr. Alisher Umarov, while leading a UNESCO delegation to call on Chief Minister Nabam Tuki here today, expressed the willingness of UNESCO to work in the state with the greater intention of increasing the scope of youths to make informed choices for a better future.

At a time when several UN Agencies are working towards programmes related to vulnerability of youths, Dr. Umarov elaborated on the themes and projects being implemented by UNESCO all over the world and India.  

Tuki while welcoming UNESCO to work in Arunachal Pradesh called for a collaborative approach between UN Agencies and the State Government to work towards ensuring quality education and awareness programmes to prepare the youth for the 21st century.

The Chief Minister agreed with the UNESCO officials regarding the need to regularly update the school curriculum by incorporating new developments and studies. He also mentioned that teachers’ training is an important component of ensuring quality education and appealed UNESCO to help the State Government in this regard.

While reiterating his commitment to increase the level of awareness of HIV/AIDS in the state the Chief Minister mentioned that Arunachal Pradesh was the state which gave a fillip to the activities of UNAIDS in India by organizing mass awareness programmes in the state last year. He also outlined the activities of his Government for welfare of youth and students that also included special emphasis on Skill Development and Employment Generation. Tuki suggested that in order to increase the effectiveness of the pilot project of UNESCO, proper plans have to be made to include the target population right from the block up to the district levels.

The UNESCO representatives lauded the schemes of the Chief Minister, particularly those meant for welfare of the girl students in the state.

The UNESCO officials will visit Itanagar and finalize the modalities of the project next month. Newly elected MLA Gabriel D Wangsu and Secretary Education R.K Mishra were also present in the meeting.

Meanwhile, PCC President Padi Richo, who was also present in the meeting appealed to the UNESCO delegation to recognize Ziro as a World Heritage Site. It may be mentioned that Ziro has already been shortlisted for World Heritage Site by UNESCO.

 

 

Gadi inspects road renovation works, says no compromise with quality

ITANAGAR, Oct 22: “There should be no compromise with the quality of work,” said PWD Minister Gojen Gadi while continuing his inspection spree of the ongoing renovation of National Highway 52 A.

Accompanied with a team of engineers led by PWD CE (Highway) Hage Apa, Gadi inspected the work from Helipad road tri-junction of Papu Nallah road tri-junction.

He also inspected the road leading to Papum Pare district HQ Yupia, where President of India Pranab Mukharjee is expected to attend the first convocation of NIT on November 21 next.

Yuma Enterprises proprietor Tarh Nachung, executing the road project, assured the minister that he would take all possible steps to maintain quality of work as has been proved in the past while developing road to Raj Bhawan.

Reminding the engineers that Chief Minister Nabam Tuki,  while inspecting the road on October 11, had expressed strong resentment over the poor state of the road, he directed them to speed up work for improving the road condition as the President might travel on that road.

The minister advised the goan burah Sangbio Taruk to ensure that the people of the area extend cooperation to PWD in smooth development of the ongoing double-lane road, part of the Trans-Arunachal Highway.

It may be mentioned here that the GoAP has earmarked Rs 2.5 crore and Rs 9 crore in first and second phase for renovation and development of the capital roads including sector roads and cement consecrate road (CCR).

 

 

Training to exploit potentials of underutilized vegetables of NE concludes

ITANAGAR, Oct 22: The three-week-long training for scientists from across the country to exploit the potentials of underutilized vegetables of North East Hills (NEH) region for nutritional security and economic prosperity concludes at College of Horticulture and Forestry, Central Agricultural University, Pasighat yesterday.

Apart from nutritional and medicinal importance, the participants were also exposed on genetic resources diversity, suitability of these crops in small farming system, modern irrigation techniques, application of biotechnological and bioinformatics tools in systemic study of the underutilized vegetables.

A total of 22 scientists from across the country participated in the training programme.

Addressing the concluding day function, Vice chancellor, Central Agricultural University, Imphal, Manipur Prof. S.N. Puri emphasized on exploring the unexploited potentials of underutilized vegetables of NEH region on  various aspects like adoption to biotic and abiotic stresses, nutritional and therapeutic uses, climatic resilience and scaling up of these crops at commercial level.

Prof.. Puri also urged the participants to keenly involve in systematic study of the underutilized vegetables which are the future crop of nutritional security and economic prosperity of the nation. He also emphasized on inclusion of these underutilized vegetable crops in UG and PG courses for greater exposure to the students. He appealed to the scientists for framing the network for collection, characterization and proper documentation of underutilized vegetables of the NEH region and to develop the package of practices of these vegetables.

The relevance of the winter school in respect to nutritional security and economic prosperity in NEH region through underutilized vegetables was also highlighted by Dr A K Pandey, Dean of the College.

Finally training was concluded with distribution of certificate to the participants.

The training programme was coordinated by Dr Rakesh Kr Dubey and Dr Vikas Singh and assisted by Amar Singh from the department of vegetable science.

 

 

Secretary seeks RGU’s help to boost fisheries sector

ITANAGAR, Oct 22: State Fisheries Commissioner Huzar Lollen sought necessary inputs and technical know-how from experts of Rajiv Gandhi University (RGU) to develop fisheries sector.

The Commissioner while visiting the Fisheries and Aquatic Ecology Laboratory of Department of Zoology of Rajiv Gandhi University yesterday was fascinated to know that the unit has already standardized a package of practices for improved technique of rice-fish farming in mountain wetlands.

The said package advocates the use of composite combination of three species Labeo gonius, Barbodes gonionotus and cyprinus carpio instead of single fish species Cyprinus carpio L. in rice-fish culture for better yield.

The Commissioner interacted with Prof. D N Das, Dean Faculties of Sciences, Engineering and IT, who has been working in the fisheries sector of the state relentlessly since last 15 years and all the members of his research team of his laboratory involved in R&D activities in Northeast India.

The commissioner expressed his happiness to know that Akash Kachari, Ram Kumar, Rashmi Dutta and Dr. Darshan Singh have been working on taxonomic identification, domestication, biology and captive breeding of potential indigenous small fishes as well as endemic fishes of the state emphasizing on the future potential  in the ornamental fish market.

The commissioner visited the Rajiv Gandhi University Museum of Fishes (RGUMF) where Dr. Darshan Singh and Prof. Das explained him the activities of RGUMF where all the available fish species of the state are being maintained systematically for the researchers and fishery students.

The commissioner found this museum highly informative and helpful for indigenous fish identification and was very optimistic that many new species will be reported from this unit in future.  

While visiting the live fish germplasm bank of the university, the commissioner appreciated the efforts of the research team for maintaining various species of live fishes, especially the Sundari fish (Semiplotus semiplotus) which is a highly valued food fish amongst the tribal community.

The commissioner suggested the research team to take initiative for demonstrating their technology or research outcome at the farmer’s field level.

He believed that this will motivate the people for taking up fish farming as a livelihood like many other states of India.

In a discussion with Vice Chancellor Prof. T. Mibang, the commissioner expressed his satisfaction regarding the activities of fisheries research unit of the university and requested him to provide inputs from the unit for development of the state fisheries sector.

Prof. Mibang expressed his optimism regarding high potential of mountain fisheries because of huge river network and natural water bodies in the state. He hoped the state will definitely be self sufficient in fish production if properly taken up pisciculture in a planned manner with people’s active participation.

Earlier, Budhin Gogoi and Rajashree Saikia, the research scholars of the unit also shared their research experience with the Commissioner on how the plankton community of the rice-field could act as a natural food resource for the introduced fishes.

State fishery officer Dr. Ratha said that scarcity of supply of suitable supplementary feed in the state is an additional problem that hinders the growth of fisheries in Arunachal Pradesh.

Dr. Arijit Ganguly, Research Associate of RGU-VU Twining programme explained his research outcome regarding use of insects as the alternative protein source in formulating artificial fish feed for culture fisheries.

 

 

RGU VC releases book on fieldwork in South Asia

ITANAGAR, Oct 22: Rajiv Gandhi University (RGU) Vice Chancellor Prof. Tamo Mibang released a book titled “Fieldwork in South Asia: Memories, Moments and Experiences” edited by anthropologists Prof. Sarit K. Chaudhuri and Dr. Sucheta Sen Chaudhuri.

Prof Chaudhuri is the head of department of Anthropology of RGU while Dr. Sen Chaudhuri, a former faculty member of Arunachal Institute of Tribal Studies, RGU, is currently heading the Center for Indigenous Culture Studies in Central University of Jharkhand.

While introducing the book published by Sage, New Delhi, Prof. Chaudhuri said that the book tries to re-locate and emphasizes on the importance of fieldwork tradition by reflecting the memories and significant moments of fieldworks done by eminent anthropologists, sociologists and historians on South Asia.

The book allows critical perspectives in the phase of growing methodological contours and dilemmas found in contemporary social science research, he said. Ultimately, the book is about multi-layered complex human relationships which need to be understood in the context of new challenges of social science research.

Contributors of the book includes Ellen Bal, Ali Khan, Mandy Sadan, Ben Campbell, Arjun Guneratme, Robbins Burling, Erik De Maaker, Daniel Rycroft, Ganesh Devy, A.C. Sinha, Vijay Sahay, Gautam Bera, Anungla Aier, Neel Rekha, Bhaskar Chakrabarti, Arnab Das, Debojyoti Das etc., representing universities and academic institutions across the globe and known for their works among the communities of South Asian nation states.

While releasing the book Vice-Chancellor told, “that fieldwork is an interesting phase in anthropology and social science and this book would benefit the students and researchers of anthropology and social science along with common people“.

Organized by the department of Anthropology, the releasing ceremony was attended, among others, by Prof. Rachob Taba, Registrar, Prof. Ranjit Tamuli, COE, Prof. J.C. Soni, Dean, FE&L, Dr. David Pertin, Deputy Registrar, heads of various departments, faculty members, administrative officers, research scholars and students of the university.

 

 

Second Rebi Ado Football Tournament gets underway

AALO, Oct 22:  The Second Rebi Ado Memorial Football Tournament organized by District Sports Association was inaugurated by Education Minister Tapang Taloh today.

In the inaugural match Keden FC beat Jumi Combats Bene by a narrow margin of 1-0 goal.

Altogether 16 teams are vying for the coveted trophy along with cash prize of Rs. 1, 00,000, Rs 50,000 and Rs 30,000 to the winner, Runner and third placed teams respectively. The tournament is being sponsored by former minister Doi Ado.

Earlier, inaugurating the tournament Taloh recalled the contributions of late Rebi Ado and hailed her as one of the most active woman who worked for the downtrodden and instrumental in shaping the political carrier of Former Minister Doi Ado.

Taloh exhorted them to take the tournament in the true sportsmanship spirit and added that sportsmen is a unique virtue as it promotes sense of brotherhood and unity besides building physical endurance.

He informed that the government has initiated sports policy with 10% reservation in government service and more sport stadium will be taken up in the districts and sub-divisions to give fillip to sportspersons of the state.

APEDA Chairman Dikto Yekar, also advised all competing teams to maintain discipline and increase their level of performances at state and national level tournament. The Secretary DSA Gego Doji highlighted the objective behind conducting the tournament.

 

 

Swachchh Bharat Abhiyan rally

ZIRO, Oct 22: More than 200 school children, teachers, panchayat members, members of Apatani Youth Association, Govt staff took part in the Swachchh Bharat Abhiyan rally organized as a part of the ‘National Sanitation Awareness Week-2014’ by the department of PHE & WS Ziro Division here today.

Students and other participants took part in the rally with banners and placards which started from AYA ground, Old Ziro and culminated at Dree ground, Nenchalya.

Earlier, Lower Subansiri district Zilla Parishad chairperson Hage Kobing and Tilling Sambyo, ZPM Niitii flagged off the rally at AYA ground.

Addressing the gathering on the occasion, Hage Kobing, while highlighting the aim and objectives of the ‘Swachchh Bharat Abhiyan’, called upon the students, panchayat members, Govt officials and general public to take the Abhiyan to rural areas at the earliest. He suggested the school authorities to impart the basic knowledge of sanitation besides the regular academic activities to the students.  Kobing also administrated the ‘Swachchh Bharat’ pledge to the participants.

“We conduct awareness programme on importance of hygienic living and sanitation every year by involving students, since students are the best medium to disseminate knowledge,” said Er. Lod Tanyo, Executive Engineer, PHE & WS Division Ziro. Later, the PHE & WS distributed Water Testing Kit each to all the schools.

 

 

Lohit coop. stores gutted

TEZU, Oct 22: In an unfortunate incident,  the Lohit Cooperative General Stores Ltd. was completely gutted down in a fire in Tezu market area here today.

Civil Fire Tenders, PHE, Army and ITBP reached the spot and helped put off the fire before spreading to other business establishments of market.

No casualty or loss of life has been reported and the cause of fire is unknown.

Local MLA Dr. Mohesh Chai, DC Dr. B.M.Mishra and SP rushed to the spot and supervised the whole situation. They all assured every possible help and assistance to the Lohit Cooperative Society in their time of grief.

The Deputy Commissioner immediately constituted a loss assessment Board and has directed to submit its report at the earliest. DIPRO

 

 

Taloh reiterates  zero tolerance policy

AALO, Oct 22:   “The department of education is passing through a lean time and in a position of relative vulnerability as everything is placed in a disorderly manner,”  opined  Education Minister Tapang Taloh  while terming  it as just a sinking boat carrying the fates of thousands of students who are considered as the future of our state.  The minister was sharing his views in the District Coordination Meeting held at Aalo today.

The ever growing problems in the department is a cause of concern for all of  us and time has come to adopt a policy of zero tolerance for any discrepancies and lapses that leads to defective education system. The schools in the interior areas are in a state of defunct whereas schools in the urban areas are flooded with teachers. The shortage of teachers we are made to feel is due to disproportionate distribution of   teachers in the districts, he said.

The recent transfer and posting of teachers is an effort to rationalize it after getting nod from five layers of Screening Committees through debate among legislators and cabinet decision. The excess of teachers with 77 at East Siang, 660 in Papum Pare, 414 in West Siang  leads to shortage of teachers. A Screening Committee has again been set at different level to look into the genuine grievances of teachers and mass transfer has been kept in abeyance due to internal examinations. Expressing his anguish over large number of schools in the state of defunct he says, “ I will rather prefer to quite the chair than to give injustice to poor  students in the far flung areas who are deprived of education for years together. I want to shoulder the responsibility entrusted to me.”

He asked all teachers to realize the sense of responsibility of the noble profession and work with a renewed spirit shedding all habits of not performing any duties. Transfer and posting is a policy of the government and beauty of service lies in gracefully accepting the government policy and success always depends on making the right move in right time towards right direction. He asked all BEOs to give details status on CCE, FE, and SE examinations and its effective functioning and send message to all the teachers about the reasons of transfer and posting without making issue out of it. Excess BEOs have been created in the districts and non performing BEOs will be sent to class room teaching to meet up the shortage of teachers, he said.

He urged the concern Deputy Commissioner and officers at circle and sub-divisional level to make surprise inspections of the schools and added that Education department needs the support of the administration.

West Siang Deputy Commissioner Pige Ligu assured all possible action from his side and in turn asked the HODs also to inspect all the schools and give report on functioning of the school whenever they venture on tour progrmme. He also suggested inculcating scientific temperament among students through seminars, promoting reading habit among the students by establishing good libraries and starting library movement.

Make schools drug-free zone: Felix

BORDUMSA, Oct 22: Parliamentary Secretary, Education  Bamang Felix made an unannounced visit to Bordumsa today where he advocated for making all schools drugs free zone.

On his arrival at Bordumsa, he had a brief discussion with the Dy. Director of School Education Changlang district on the education scenario of the Sub-Division. Felix stressed upon zero tolerance towards teachers’ absenteeism and drugs menace in schools.

Later, accompanied by Dy. Director of School education H. Loyi, Additional Deputy Commissioner Bordumsa S. Miji, Extra Assistant Commissioner Bordumsa Tamo Riba,  the parliamentary secretary paid unannounced visit to nearby schools to assess the functioning of schools. On his visit to Govt. Middle school, Bordumsa village, Parliamentary Secretary found the school functioning normally and also found Mid-Day-Meal being cooked. He advised the teachers to dedicate themselves for the betterment of the students.

The BRCC and BEO Bordumsa were directed to strictly monitor the MDM scheme in schools and pay routine visit to schools for taking stock of quality of mid-day-meal being cooked.

After the visit to Govt. Middle School, Bordumsa village, the team visited Govt. Hr. Secondary school Bordumsa and had a brief interaction with Principal, teachers and students and also visited few classes and took stock of the quality of education being imparted to the children.

Meanwhile, the Principal D. Koyu briefed about the problems faced by the school for smooth functioning.

At Hr. Sec. School Bordumsa, the Parliamentary Secretary has sanctioned to purchase 13 Nos. Green Board for the classes.     

He also paid visit to Kasturba Gandhi Balika Vidyalaya(KGBV) Magantong. Inspecting the residential school, he took serious note of the double deck bed being used in the hostel. He urged the DDSE to look into the matter urgently and take necessary steps in this regard.  

Interacting with the children and staffs of the school, Parliamentary Secretary urged the children to take up sports actively for all round development. He also took stock of the problems of the teachers especially regarding salary.

The Parliamentary Secretary also visited Govt. Middle school Magantong at 12.45 pm.

Upon his visit, he found the school abandoned by teachers and children except two teachers who were present. Disappointed upon finding the teachers absent despite putting their signatures till 3.30pm in the teachers’ attendance register, he directed the DDSE to issue show cause notice to the erring teachers and initiate necessary action immediately.

Deepavali greetings

ITANAGAR, Oct 22: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have extended sincere greetings to the people of the State on the occasion of Deepavali.

In his festival message, the Governor wished that the festival of lights inspires people to rise against all odds and move forward on the path of progress and prosperity. He also wished that the festival of lights will radiate happiness and prosperity in every home across the State.

On the festive occasion, the Governor appealed to people of the State to ensure that there is minimum pollution to the environment during the celebration, while expressing optimism that every citizen of the State will maintain the Swachchh Bharat spirit.

In a message on eve of the festival of lights, Tuki said, “In each legend, myth and story of Deepawali lies the significance of the victory of good over evil; and it is with each Deepawali and the lights that illuminate our homes and hearts, that this simple truth finds new reason and hope. From darkness unto light — the light that empowers us to commit ourselves to good deeds, that which brings us closer to divinity.”

Calling upon people of all faiths to celebrate the festival to mark and strengthen unity and brotherhood, the Chief Minister, however, cautioned against accidents and untoward incidents that may occur during the festivities. He also appealed people to celebrate the festival while respecting the sentiments of others.

“Let us celebrate but not at the cost of other’s peace and well being. Happy Deepawali to all!” the Chief Minister added.

 

Gambling equipments seized

ITANAGAR, Oct 22: Continuing its crusade against gambling, a team of executive magistrate and police led by Capital DC Mige Kamki raided many locations in Itanagar during last night and seized 16 numbers of dice equipments.  Gambling materials were also seized from Naharlagun by  a team of executive magistrate and police.

Meanwhile, Mige Kamki lauded the councilors, public leaders and general public for their active support in checking of illegal gambling in the Capital Complex.

 

Dead body found

ITANAGAR, Oct 22: One Takar Gomtu of Sadle village under Raga circle of Lower Subansiri was today found dead at his Niti Vihar rented apartment. As per the sources, on being alerted by neighbour about foul smell emanating from the room of late Gomtu, police reached the spot.

The entry door was locked from outside and police had to break it open. The body is assumed to be around 4 days old. While confirming the incident, Sub-divisional Police Officer, Itanagar Bomge Kamduk   informed that it looked like a murder case and therefore police is investigating the matter. He exudes confidence that the case will be solved at the earliest.

 

ACR condemns Jang rape and murder incident

ITANAGR, Oct 22: The Arunachal Citizens Rights (ACR) vehemently condemned the recent rape and murder of a 37-year-old woman from Jang and demanded justice to the victim.

Expressing serious concern over increasing incidents of crime against women in the state, ACR said that Arunachal once known to the world as peaceful valley is no more peaceful state. ACR said that the recent rape and murder of a local woman at Garu and murder of a young boy in Ziro and the sexual molestation of his friend left the people shell shocked.

While appreciating the police for arresting the culprits within a short period of time, ACR, at the same time, lamented prevailing judiciary system in the state. According to ACR, no single culprit has been convicted by any of the courts available in the state till date.  As per source, the ACR said, there are 11366 pending cases both civil and criminal in subordinate courts in the state till September 20.

 

ITBP scales unnamed virgin peak

ITANAGAR, Oct 22:  A team of 23 mountaineers of Indo-Tibetan Border Police (ITBP) reportedly scaled unnamed virgin peak of 6212 meters on 13th October last. The virgin peak is located at Chungtang Glacier in Sikkim. This was informed by Avinash Singh Second-in- Command for DIG Itanagar in a press release today.

The expedition team included Kuldeep Singh, medical officer and Deputy Leader Dr Puro Modo and Wangchu Sherpa as technical advisor. The team scaled the summit and unfurled the national flag on the peak.

Dr Puro Modo is the first medical officer from Arunachal who successfully completed the expedition.

 

Review meeting of DHS held

CHANGLANG, Oct 22: The 3rd Quarter District Level Review Meeting of District Health Society, Changlang was held yesterday at Changlang.

Chairing the meeting, Deputy Commissioner Chanchal Yadav urged the District Health Society  to prepare proper procedures to tackle the problems of patients from under trial prisoners especially who are detained on drugs issues. While cautioning the in- charge Medical Officers she said that with the growing numbers of Police Stations in the district the cases of examining UTPs will also increase.

She also appealed them to complete the formalities of post-mortems without undue delay which is a major hindrance in filing charge sheet against the criminals enabling them to apply for bail. She assured that District Administration will give full support and co-operation in this regard.

Earlier, Dr. Tope Yomcha, DRCHO, i/c DMO Changlang in his key note address briefed on the objectives & the importance of the meeting and urged everyone to make an insight into their performance of last three months. He urged them to find out achievable solutions with the minimum available resources and improve the health care scenario of the district.

Dr. Yomcha, also gave presentation on various indicators of health care and performance of each of the facility on ANC, RI, JSSK, JSY, RBSK, WIFS, AH and ASHA activities. He urged all the medical officers in different capacity to respect their noble profession and take pride in it. The motivation must come from within and percolate it to lower level to achieve the goal, added Dr Yomcha.

Dr. M. Khimhun, DPO (RNTCP)-cum- i/c MS District Hospital, Changlang highlighted on the action taken on the 17 points resolution adopted in the 7th Governing Body Meeting of DHS, Changlang and the 2nd Qtr. Performance of District Hospital, Changlang. Some important action taken were motivating ASHAs for report of home delivery, listing & displaying of anemic pregnant women, listing of medicines in stock and distributing to all MOs.

Speaking on RNTC Programme, She appealed i/c MOs to send chest symptomatic Patients from their jurisdiction for sputum samples for diagnosis. She was in the opinion that the health centres of Bordumsa and Diyun  be equipped with Facility Integrated Counseling and Testing Centre as these Health centres cater good number of population in the district.

ITANAGAR, Oct 22: All Namsai District Student Union conducted a mass social service at Manfaiseng village wherein all the students of various schools and colleges of Namsai area participated.

The social service was conducted in view of the ensuing POI-PANCHONG Festival at Manfaiseng Village Temple on October 25.

 

35th Annual College Week of DNGC

ITANAGAR, Oct 22:  The 35th annual college week of Dera Natung Govt College began yesterday.

Inaugurating the function, Parliamentary Secretary (Tourism) Mama Natung requested the faculty members and the student community of the college to avoid communal conflict and maintain peace, brotherhood and unity among each other. He stressed on the need to respect the teachers by the student community for a brighter future. He also suggested the students to avoid using money during college election. Natung also said college week is a good platform to expose hidden talents while urging the participants to make a mark for themselves in their chosen activities.

Higher and Technical Director Joram Begi and AAPSU General Secretary   Biru Nasi and Finance Secretary Suraj Tayem  were also present during the function.

On the occasion the General Secretary of DNGC, Papuu Gyamar has submitted a four-point memorandum to the Parliamentary Secretary demanding construction of four more classrooms, parking sheds for four wheelers and two wheelers, renovation of statue of late Dera Natung, construction of separate toilets for boys and girls attached to students’ union office.

Later, the Parliamentary Secretary assured to fulfill the demands of the students.

 

Govt team visits CHC Sagalee

Yupia, Oct 22: Health and Family Welfare Secretary Indra Mallo while on a supervisory visit at CHC Sagalee  today directed the Medical Officer in-charge to prioritize and improve the cleanliness of the infrastructure facilities. She also emphasized on the issue that infrastructures must be maintained and used properly. Secretary Indra Mallo  further said that appropriate authorities must be  informed about the need of renovation of defunct/existing infrastructures for its timely maintenance and replacement.

She visited the CHC alongwith Dr. K. Nishing, Director Health Services, Dr. S. Ronya, DMO, Papum Pare and Dr. Kipa Tuglik, DRCHO. Stressing on the weak Annual Blood Examination Rate (ABER) she questioned the facility in charge and said that active surveillance must be initiated to increase the ABER.

Later she also met the PRI members of the area and said that they must cooperate with the health authorities. She has also briefed the authorities that the Chief Minister Nabam Tuki will launch Chief Ministers Universal Health Insurance Scheme (CMUHIS) from CHC Sagalee on Nov 1.

 

Awareness prog on environment protection

ITANAGAR, Oct 22: The West Siang District Socio-Culture and Economic Development Society (WSDSCEDS) organized a day-long awareness programme on environment related issues involving the Goan Buras and local senior citizens of Ubu Bango area at Nikte on October 20.

While highlighting various issues related to protection of environment, WSDSCEDS chairman Mijum Lona appealed to the people to refrain themselves from illegal fishing and killing of wild animals and protect them.

Ubu Bango Welfare Society informed that the people of Ubu Bango have resolved to abide by the executive order of West Siang Deputy Commissioner banning hunting and fishing by non-traditional methods.

The People of Ubu Bango area appreciated the initiatives taken by West Siang District Socio Culture and Economic Development Society to create public awareness about the importance of protection and preservation of wildlife.

 

GSU submits memo to EM

ITANAGAR, Oct 22: Galo Students Union (GSU) in a release informed that the Education Minister while responding to a memorandum submitted by GSU yesterday has upgraded the Govt. Secondary School Maro to Higher Secondary level.

According to a GSU release, the Minister announced the up- gradation of the school at a meeting held at GSS Maro yesterday.

The meeting was attended by students, teachers and parents of the Maro-Baririjo area.

While thanking the Minister for his quick response, GSU also appreciated him for posting teachers at various schools under Maro-Baririjo area.

 

ANSU unit’s memo to Taloh

ITANAGAR, Oct 22: All Nyishi Students Union Upper Subansiri Unit (ANSU-USU) submitted a three-point memorandum to Education Minister Tapang Taloh during his recent visit to the district, which includes construction of boundary wall and double-storey classroom building for newly upgraded Govt. Higher Secondary School, Ligu, hostel for both boys and girls and quarters for teachers at Govt. Higher Secondary School Muri-Mngli and construction of boundary wall for Liruk Middle School.

Meanwhile, the ANSU unit strongly opposed anyone from other district offering him or herself as a candidate for the ongoing interview for the post of junior teacher and hostel warden under Education Department.

 

Foundation stone laid

RAGA, Oct 22: Foundation stone of the school campus of Huto middle school Raga was laid down by Tamar Murtem, MLA 25th Raga Assembly constituency on 20th Oct.

The school is being run by Arunachal Vikas Parishad since last 14 years.

He said that the school is doing an excellent job in education field for the area as it is one the cheapest schools.

He assured the management committee and staff to try his best for the development of infrastructure as demanded in the memorandum submitted by the school authority.

 

District level National Children Science Congress

ITANAGAR, Oct 22: The group of VKV, Nirjuli, comprising Kanchan Dui, Group Leader, Tadar Yarning, Siddhi Srivastav and Kena Lona bagged the first position in the district level National Children Science Congress of Papum Pare held at Community Hall, Rono Ground at Doimukh today.

Government Hr. Sec. School team comprising Rigio Mama, Group Leader, Asha Ngoba, Taba Bath, Taba Ladii and Miching Sonia stood second and VKV, Sher, Kimin, team comprising Lumar Kipa, Biri Joseph, Joram Tekhi and Maga Tagom bagged the third position in the Children Science Congress, according to an official release.

KHONSA, Oct 22: Five days Entrepreneurship Development Training programme for woman candidates is being organized by the District Industries Centre, Khonsa  from  today.

Golden opportunity for Modi

With BJP in government at the Centre and seven states, Prime Minister Narendra Modi now controls the political system in Delhi, the finance capital in Mumbai and growth impulses in major provinces. A historical opportunity therefore presents itself to Modi and the BJP leadership to qualitatively transform the tenor, idiom and objective of government-business relationship. This is needed to counter the growing public perception that vital national interests are being sacrificed by a self-serving nexus of politicians and businessmen.

The relationship between the political class and Indian business has changed over time. A number of leading industrialists were in the thick of the national movement. Nonetheless, political leadership maintained a visible distance from business houses. This distance became a virtual gulf during the socialist and centrally planned period presided over by Pandit Nehru and Indira Gandhi. This lasted until the mid-1980s. However starting in mid-1980s and gathering pace after the 1991 liberalization, an overt and visible cosy relationship has developed between government and big business both in Delhi and state capitals. Consequently, public discourse has become rife with talk of crony capitalism, policy capture by large business houses, and of active government and big business collaboration in determining India’s negotiating positions. This degenerated into an unethical nexus during 10 years of UPA’s dispensation. The nexus was evident in, first, the large number of opaque allocations of natural resources to select companies, later exposed by CAG. As of now Modi has maintained safe distance from business class but during his tenure as Gujarat CM he was known to be close to Adani group. But he has been presented a golden opportunity to clean up the mess and hopefully he will do it properly in coming years.

We don’t need separate funds for the same project

Dear Editor,

Through the esteemed columns of your local daily, I would like to express my opinion on the news item published on 18th October 2014 in your local daily under the caption “Capital to get cement concrete roads”.

In that news item, the Govt. Spokesperson had said that the state Govt is planning to construct a cement concrete roads at an estimated cost of Rs. 31.5 crore in the capital complex and sum of Rs. 22.5 crore has been sanctioned as first phase and while Rs. 9 crore will be sanctioned later and assured to start the works after Diwali.  The Govt spokesperson had stated that the Govt has already sanctioned a sum of Rs. 16 crore for re- carpeting of the capital roads and work has already started.

So I would like to ask the state Govt what is the need of sanctioning a sum of Rs.16 crore for re- carpeting of the capital roads whereas the state Govt is planning to construct cement concrete roads with an estimated cost of Rs.31.5 crore very soon.  

Why such a huge amount of public money should be misused due to wrong policy and plan adopted by the state Govt? Why should not the fund be used for infrastructure development of various schools in the state?

Some schools are running without proper infrastructures and what is the logic behind sanctioning of funds when the roads are going to be constructed very soon.

Therefore, I would like to request the state govt and local officers who are involved in the planning and policy of the Govt on such important and big projects in the state to have appropriate planning.

The money meant for the purpose of development should not be misappropriated or miss-used and should not go into personal accounts.

The state must be accountable to the people and basic right of the general public should not be taken away due to improper policy of the state Govt.

I would also like to urge the local officers to share and contribute their noble ideas, thoughts, opinions and knowledge during the framing of any policy.

Don’t just clap in the meetings. Please contribute something for the state as the state is becoming worse due to rampant corruption.

Prevalence of goitre

Dear Editor,

After reading Health Minister’s message on your paper on the occasion of the Global Iodine Deficiency Prevention Day, I would like to resubmit my point on prevalence of the Goitre in and around capital region. Last time it was not accommodated in your paper.

I would like to urgently bring to the notice of the health department regarding prevalence of the Goitre.  Recently, many cases of goitre has been found in the capital region. To authenticate this, one may inquire at various hospitals where many patients even got operated.

I personally know few persons with goitre disease. Affected persons are mostly females. A girl I know is as young as 13-14 years of age.

We should not wait for the disease to multiply in large numbers. We commonly know that goitre is a disease caused by deficiency of iodine and it had disappeared long back.

So, is the health dept in any way responsible for resurgence of this ugly disease?

Lots of awareness campaigns are seen on other diseases such as Leprosy, cancer, Tuberculosis, HIV/ AIDS etc, but no awareness campaigns are heard about goitre. It is very much wished that health department may urgently issue awareness messages in the newspapers or pamphlets for prevention and also come up with dos and don’ts for already affected persons.

It is also desired that all the welfare oriented organisations join hands in requesting action from the health department.

It is really an ugly disease that everybody would dislike.

Transfer policy may be streamlined

Dear Editor,

I have come to know that there will be two committees headed by the Director of Elementary Education and the Director of School Education to study the individuals’ representation of the teachers who have been transferred. This step is taken for the welfare of the teachers.

Here, the question arises - why these cases have not been considered carefully before ordering transfers of teachers?

It is utter failure of the Education Department and the government of Arunachal Pradesh to transfer the teachers without studying all these cases.

The academic session 2014- 2015 of Arunachal Pradesh may witness fruitless result because of mass transfers of teachers while in the middle of the session.  

The criteria of transfer policy may be streamlined and effective steps may also be initiated at the right time so that the transferred teachers obey the orders and realise that posting and transfer is a norm for government employees.

The true spirit of Diwali

Dear Editor,

As the festival of Dussehra symbolizes the victory over evil, the festival of Diwali, symbolizes igniting the soul-lamp or awakening of the self and coronation of Shri Lakshmi and Shri Narayan - the first Empress and Emperor respectively, of Golden Age.

Even though we’ve been igniting the earthen lamps and evoking Shri Lakshmi for years, neither could we ignite minds and intellects, nor has the goddess dwelled in Bharat.

On this auspicious day, young or old, men or women, forgetting all their worries, are absorbed in the festivity, joy and bliss. Wearing of new clothes, exchanging of gifts and greeting each other mark the celebration of Diwali. All the houses - residential as well as commercial are lighted magnanimously with earthen lamps, candles and electric bulbs. The family members get together and evoke and worship Shri Lakshmi- the Goddess of Wealth as well as Shri Ganesh, the destroyer of obstacles.

On the occasion, the businessmen close their old accounts and open their new account books the next day, which is also known as New Year as per Hindu Calendar Year.

Let us ask ourselves: Will the Goddess of Wealth dwell merely by keeping the gates of the houses open or by igniting the earthen lamps or candles just during Diwali days without making an effort to bring in transformation in the self by making the life as pious as that of Shri Lakshmi?

Can happiness prevail just by enjoying the festival together, while keeping the darkness of bitterness, hatred, enmity towards one another intact?

Can Shri Lakshmi visit our houses if we keep on impressing Shri Lakshmi by simply worshipping her for the sake of formality while having a criminal eye on women or discriminating between son and daughter?

One needs to contemplate as to why Shri Lakshmi who despite being worshipped with a lot of devotion by her devotees for years has sulked with us, i.e., why most of the people are still suffering from poverty- subtly and monetarily?

Why in India, which is the country of deities and the erstwhile Golden Sparrow; mutual love, cordiality, trust and faith have been replaced by enmity, hatred, selfishness, rising or crimes against women, corruption etc? Obviously, something must be going wrong because of which the sorrows, miseries, tensions and anxiety are increasing in our lives day by day.

On the day of Diwali, one earthen lamp of largest size, called Deep Raj is lit through which all the other earthen lamps of small sizes are lit. Here, the real Deep Raj is Incorporeal Supreme Soul, God Shiva who, through His auspicious Knowledge, ignites our intellects, through which the darkness of ignorance disappears in the world.

Thus, when we burn the real Ravana, i.e., five vices present in both men and women equally (that is why Ravana was said to have 10 heads), imbibe Godly Knowledge and stay in God’s remembrance, our minds and intellects become as pure as gold. We have to cleanse ourselves through Godly Remembrance and become completely pure and vice-less. In the memorial of this act, on Diwali, people cleanse their houses. The closure of old accounts and opening of new accounts on Diwali is symbolic of closing of accounts of misdeeds and opening the accounts of elevated deeds to be performed as per Godly advice.

As per Godly Knowledge, the real  will be the Golden Age or Paradise, where everything will be pure and where both the rulers and the subjects will be abundant with all the virtues, having sixteen celestial degrees, absolutely vice-less and non-violent.

Let’s learn and inculcate Godly Knowledge and celebrate the real Diwali by making our lives as divinized as that of Shri Lakshmi and Shri Narayan.
