Salary of 160 held up as Dept crackdown
on absentee teachers
ITANAGAR, Oct 22: In a major step to check absenteeism, Deputy Director of School Education East Kameng today held up payment of at least 160 teachers, both regular and SSA as per the CCS and SSA norms. Another eighteen teachers were booked under the policy of “no work no pay”.
The DDSE has pronounced the quantum of verdicts to those teachers who reportedly were found absent from their respective schools since couple of week and some even months.
A team led by DDSE along with BEOs, CRC, BRCC and Coordinators had conducted unannounced visit to the various schools in the eight blocks of the district. The team also assessed the ground reality of the schools including the infrastructures and took the grievances of respective school management committee members.
It is said that there is a growing tendency of absenteeism among the teachers (both SSA and regular) in the district which has unfavorable effect in imparting quality education. Many teachers are reportedly staying at district headquarters for whole of the year while engaging unauthorized persons to teach on his/her behalf.
UNESCO to roll out pilot project in
state’s education sector
NEW DELHI, Oct 22: United Nations Educational, Scientific and Cultural Organization (UNESCO) will roll out a Pilot Project in Arunachal Pradesh soon in the fields of education, HIV/AIDs awareness and Information Communication Technologies (ICT) in collaboration with the State Government for benefit of youths with special focus on adolescent population.
Chief of UNESCO India, Dr. Alisher Umarov, while leading a UNESCO delegation to call on Chief Minister Nabam Tuki here today, expressed the willingness of UNESCO to work in the state with the greater intention of increasing the scope of youths to make informed choices for a better future.
At a time when several UN Agencies are working towards programmes related to vulnerability of youths, Dr. Umarov elaborated on the themes and projects being implemented by UNESCO all over the world and India.
Tuki while welcoming UNESCO to work in Arunachal Pradesh called for a collaborative approach between UN Agencies and the State Government to work towards ensuring quality education and awareness programmes to prepare the youth for the 21st century.
The Chief Minister agreed with the UNESCO officials regarding the need to regularly update the school curriculum by incorporating new developments and studies. He also mentioned that teachers’ training is an important component of ensuring quality education and appealed UNESCO to help the State Government in this regard.
While reiterating his commitment to increase the level of awareness of HIV/AIDS in the state the Chief Minister mentioned that Arunachal Pradesh was the state which gave a fillip to the activities of UNAIDS in India by organizing mass awareness programmes in the state last year. He also outlined the activities of his Government for welfare of youth and students that also included special emphasis on Skill Development and Employment Generation. Tuki suggested that in order to increase the effectiveness of the pilot project of UNESCO, proper plans have to be made to include the target population right from the block up to the district levels.
The UNESCO representatives lauded the schemes of the Chief Minister, particularly those meant for welfare of the girl students in the state.
The UNESCO officials will visit Itanagar and finalize the modalities of the project next month. Newly elected MLA Gabriel D Wangsu and Secretary Education R.K Mishra were also present in the meeting.
Meanwhile, PCC President Padi Richo, who was also present in the meeting appealed to the UNESCO delegation to recognize Ziro as a World Heritage Site. It may be mentioned that Ziro has already been shortlisted for World Heritage Site by UNESCO.

Training to exploit potentials of underutilized vegetables of NE concludes

Puri emphasized on exploring the unexploited potentials of underutilized vegetables of NEH region on various aspects like adoption to biotic and abiotic stresses, nutritional and therapeutic uses, climatic resilience and scaling up of these crops at commercial level.
Prof.. Puri also urged the participants to keenly involve in systematic study of the underutilized vegetables which are the future crop of nutritional security and economic prosperity of the nation. He also emphasized on inclusion of these underutilized vegetable crops in UG and PG courses for greater exposure to the students. He appealed to the scientists for framing the network for collection, characterization and proper documentation of underutilized vegetables of the NEH region and to develop the package of practices of these vegetables.
The relevance of the winter school in respect to nutritional security and economic prosperity in NEH region through underutilized vegetables was also highlighted by Dr A K Pandey, Dean of the College.

The Commissioner interacted with Prof. D N Das, Dean Faculties of Sciences, Engineering and IT, who has been working in the fisheries sector of the state relentlessly since last 15 years and all the members of his research team of his laboratory involved in R&D activities in Northeast India.
The commissioner expressed his happiness to know that Akash Kachari, Ram Kumar, Rashmi Dutta and Dr. Darshan Singh have been working on taxonomic identification, domestication, biology and captive breeding of potential indigenous small fishes as well as endemic fishes of the state emphasizing on the future potential in the ornamental fish market.
The commissioner visited the Rajiv Gandhi University Museum of Fishes (RGUMF) where Dr. Darshan Singh and Prof. Das explained him the activities of RGUMF where all the available fish species of the state are being maintained systematically for the researchers and fishery students.
The commissioner found this museum highly informative and helpful for indigenous fish identification and was very optimistic that many new species will be reported from this unit in future.
While visiting the live fish germplasm bank of the university, the commissioner appreciated the efforts of the research team for maintaining various species of live fishes, especially the Sundari fish (Semiplotus semiplotus) which is a highly valued food fish amongst the tribal community.
The commissioner suggested the research team to take initiative for demonstrating their technology or research outcome at the farmer’s field level.
He believed that this will motivate the people for taking up fish farming as a livelihood like many other states of India.
In a discussion with Vice Chancellor Prof. T. Mibang, the commissioner expressed his satisfaction regarding the activities of fisheries research unit of the university and requested him to provide inputs from the unit for development of the state fisheries sector.
Prof. Mibang expressed his optimism regarding high potential of mountain fisheries because of huge river network and natural water bodies in the state. He hoped the state will definitely be self sufficient in fish production if properly taken up pisciculture in a planned manner with people’s active participation.

Earlier, Lower Subansiri district Zilla Parishad chairperson Hage Kobing and Tilling Sambyo, ZPM Niitii flagged off the rally at AYA ground.
Addressing the gathering on the occasion, Hage Kobing, while highlighting the aim and objectives of the ‘Swachchh Bharat Abhiyan’, called upon the students, panchayat members, Govt officials and general public to take the Abhiyan to rural areas at the earliest. He suggested the school authorities to impart the basic knowledge of sanitation besides the regular academic activities to the students. Kobing also administrated the ‘Swachchh Bharat’ pledge to the participants.

Taloh reiterates zero tolerance policy
AALO, Oct 22: “The department of education is passing through a lean time and in a position of relative vulnerability as everything is placed in a disorderly manner,” opined Education Minister Tapang Taloh while terming it as just a sinking boat carrying the fates of thousands of students who are considered as the future of our state. The minister was sharing his views in the District Coordination Meeting held at Aalo today.
The ever growing problems in the department is a cause of concern for all of us and time has come to adopt a policy of zero tolerance for any discrepancies and lapses that leads to defective education system. The schools in the interior areas are in a state of defunct whereas schools in the urban areas are flooded with teachers. The shortage of teachers we are made to feel is due to disproportionate distribution of teachers in the districts, he said.
The recent transfer and posting of teachers is an effort to rationalize it after getting nod from five layers of Screening Committees through debate among legislators and cabinet decision. The excess of teachers with 77 at East Siang, 660 in Papum Pare, 414 in West Siang leads to shortage of teachers. A Screening Committee has again been set at different level to look into the genuine grievances of teachers and mass transfer has been kept in abeyance due to internal examinations. Expressing his anguish over large number of schools in the state of defunct he says, “ I will rather prefer to quite the chair than to give injustice to poor students in the far flung areas who are deprived of education for years together. I want to shoulder the responsibility entrusted to me.”
He asked all teachers to realize the sense of responsibility of the noble profession and work with a renewed spirit shedding all habits of not performing any duties. Transfer and posting is a policy of the government and beauty of service lies in gracefully accepting the government policy and success always depends on making the right move in right time towards right direction. He asked all BEOs to give details status on CCE, FE, and SE examinations and its effective functioning and send message to all the teachers about the reasons of transfer and posting without making issue out of it. Excess BEOs have been created in the districts and non performing BEOs will be sent to class room teaching to meet up the shortage of teachers, he said.

Deepavali greetings
ITANAGAR, Oct 22: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have extended sincere greetings to the people of the State on the occasion of Deepavali.
In his festival message, the Governor wished that the festival of lights inspires people to rise against all odds and move forward on the path of progress and prosperity. He also wished that the festival of lights will radiate happiness and prosperity in every home across the State.
On the festive occasion, the Governor appealed to people of the State to ensure that there is minimum pollution to the environment during the celebration, while expressing optimism that every citizen of the State will maintain the Swachchh Bharat spirit.
In a message on eve of the festival of lights, Tuki said, “In each legend, myth and story of Deepawali lies the significance of the victory of good over evil; and it is with each Deepawali and the lights that illuminate our homes and hearts, that this simple truth finds new reason and hope. From darkness unto light — the light that empowers us to commit ourselves to good deeds, that which brings us closer to divinity.”
Calling upon people of all faiths to celebrate the festival to mark and strengthen unity and brotherhood, the Chief Minister, however, cautioned against accidents and untoward incidents that may occur during the festivities. He also appealed people to celebrate the festival while respecting the sentiments of others.

Gambling equipments seized
ITANAGAR, Oct 22: Continuing its crusade against gambling, a team of executive magistrate and police led by Capital DC Mige Kamki raided many locations in Itanagar during last night and seized 16 numbers of dice equipments. Gambling materials were also seized from Naharlagun by a team of executive magistrate and police.

Foundation stone laid

We don’t need separate funds for the same project
Dear Editor,
Through the esteemed columns of your local daily, I would like to express my opinion on the news item published on 18th October 2014 in your local daily under the caption “Capital to get cement concrete roads”.
In that news item, the Govt. Spokesperson had said that the state Govt is planning
to construct a cement concrete roads at an estimated cost of Rs. 31.5 crore in the
capital complex and sum of Rs. 22.5 crore has been sanctioned as first phase and
while Rs. 9 crore will be sanctioned later and assured to start the works after Diwali.
The Govt spokesperson had stated that the Govt has already sanctioned a sum of Rs.
16 crore for re-
So I would like to ask the state Govt what is the need of sanctioning a sum of Rs.16
crore for re-
Why such a huge amount of public money should be misused due to wrong policy and plan adopted by the state Govt? Why should not the fund be used for infrastructure development of various schools in the state?
Some schools are running without proper infrastructures and what is the logic behind sanctioning of funds when the roads are going to be constructed very soon.
Therefore, I would like to request the state govt and local officers who are involved in the planning and policy of the Govt on such important and big projects in the state to have appropriate planning.
The money meant for the purpose of development should not be misappropriated or miss-
The state must be accountable to the people and basic right of the general public should not be taken away due to improper policy of the state Govt.
I would also like to urge the local officers to share and contribute their noble ideas, thoughts, opinions and knowledge during the framing of any policy.
Don’t just clap in the meetings. Please contribute something for the state as the state is becoming worse due to rampant corruption.

Prevalence of goitre
Dear Editor,
After reading Health Minister’s message on your paper on the occasion of the Global Iodine Deficiency Prevention Day, I would like to resubmit my point on prevalence of the Goitre in and around capital region. Last time it was not accommodated in your paper.
I would like to urgently bring to the notice of the health department regarding prevalence of the Goitre. Recently, many cases of goitre has been found in the capital region. To authenticate this, one may inquire at various hospitals where many patients even got operated.
I personally know few persons with goitre disease. Affected persons are mostly females.
A girl I know is as young as 13-
We should not wait for the disease to multiply in large numbers. We commonly know that goitre is a disease caused by deficiency of iodine and it had disappeared long back.
So, is the health dept in any way responsible for resurgence of this ugly disease?
Lots of awareness campaigns are seen on other diseases such as Leprosy, cancer, Tuberculosis, HIV/ AIDS etc, but no awareness campaigns are heard about goitre. It is very much wished that health department may urgently issue awareness messages in the newspapers or pamphlets for prevention and also come up with dos and don’ts for already affected persons.
It is also desired that all the welfare oriented organisations join hands in requesting action from the health department.
It is really an ugly disease that everybody would dislike.

Transfer policy may be streamlined
Dear Editor,
I have come to know that there will be two committees headed by the Director of Elementary Education and the Director of School Education to study the individuals’ representation of the teachers who have been transferred. This step is taken for the welfare of the teachers.
Here, the question arises -
It is utter failure of the Education Department and the government of Arunachal Pradesh to transfer the teachers without studying all these cases.
The academic session 2014-
The criteria of transfer policy may be streamlined and effective steps may also be initiated at the right time so that the transferred teachers obey the orders and realise that posting and transfer is a norm for government employees.

The true spirit of Diwali
Dear Editor,
As the festival of Dussehra symbolizes the victory over evil, the festival of Diwali,
symbolizes igniting the soul-
Even though we’ve been igniting the earthen lamps and evoking Shri Lakshmi for years, neither could we ignite minds and intellects, nor has the goddess dwelled in Bharat.
On this auspicious day, young or old, men or women, forgetting all their worries,
are absorbed in the festivity, joy and bliss. Wearing of new clothes, exchanging
of gifts and greeting each other mark the celebration of Diwali. All the houses -
On the occasion, the businessmen close their old accounts and open their new account books the next day, which is also known as New Year as per Hindu Calendar Year.
Let us ask ourselves: Will the Goddess of Wealth dwell merely by keeping the gates of the houses open or by igniting the earthen lamps or candles just during Diwali days without making an effort to bring in transformation in the self by making the life as pious as that of Shri Lakshmi?
Can happiness prevail just by enjoying the festival together, while keeping the darkness of bitterness, hatred, enmity towards one another intact?
Can Shri Lakshmi visit our houses if we keep on impressing Shri Lakshmi by simply worshipping her for the sake of formality while having a criminal eye on women or discriminating between son and daughter?
One needs to contemplate as to why Shri Lakshmi who despite being worshipped with
a lot of devotion by her devotees for years has sulked with us, i.e., why most of
the people are still suffering from poverty-
Why in India, which is the country of deities and the erstwhile Golden Sparrow; mutual love, cordiality, trust and faith have been replaced by enmity, hatred, selfishness, rising or crimes against women, corruption etc? Obviously, something must be going wrong because of which the sorrows, miseries, tensions and anxiety are increasing in our lives day by day.
On the day of Diwali, one earthen lamp of largest size, called Deep Raj is lit through which all the other earthen lamps of small sizes are lit. Here, the real Deep Raj is Incorporeal Supreme Soul, God Shiva who, through His auspicious Knowledge, ignites our intellects, through which the darkness of ignorance disappears in the world.
Thus, when we burn the real Ravana, i.e., five vices present in both men and women
equally (that is why Ravana was said to have 10 heads), imbibe Godly Knowledge and
stay in God’s remembrance, our minds and intellects become as pure as gold. We have
to cleanse ourselves through Godly Remembrance and become completely pure and vice-
As per Godly Knowledge, the real will be the Golden Age or Paradise, where everything
will be pure and where both the rulers and the subjects will be abundant with all
the virtues, having sixteen celestial degrees, absolutely vice-
Let’s learn and inculcate Godly Knowledge and celebrate the real Diwali by making our lives as divinized as that of Shri Lakshmi and Shri Narayan.
